Study On Resident Autonomy Of CY Community In Yangshe Town,Zhangjiagang City

In recent years,with the party's goal of building a moderately prosperous society at a high level and the transformation of the functions of the state government,the concept of social democracy has been pushed to an increasingly important position.As the most basic unit form of society as a whole,the concept of democratic autonomy is an important manifestation of social democracy.The CY community in Yangshe town of Zhangjiagang City belongs to urban and rural mixed communities,and is a typical community type in southern Jiangsu.The autonomous urban-rural communities or pure rural communities are not well applied to such communities.Therefore,the CY community in Yangshe town of Zhangjiagang City is innovative Constructs the resident council system,and intervenes in it to the theory system and practice of the community resident autonomy,has obtained the certain result in the democratic management of the community construction.Starting from the theories of civil society,participatory theory and community self-organization,this paper analyzes the status quo of the CY community residents autonomy in Yangshe town of Zhangjiagang City,and holds that as a new model of community residents autonomy,there are still many problems to be solved urgently: The sense of community residents' self-governance and self-participation in management is not high,leading to the limitations of the work such as democratic election.The lack of awareness of the true connotation of democratic autonomy led to the imperfection of democratic decision-making.The autonomy of community organizations under the control of the government,democratic management not fully implemented;the lack of system construction and implementation lead to the implementation of democratic supervision bias and so on.In this paper,through research on literature,case studies and empirical research,the existing problems are analyzed in depth.At present,the problems of residents' autonomy in the CY community in Yangshe town of Zhangjiagang City are prominent,mainly due to the administration of community functions and insufficient awareness of community participation,the weakness of community autonomy,the imperfect system in community management and the lack of flexible use of community social resources.Based on the literature and literature review at home and abroad,this paper analyzes and compares the experience and lessons of typical community models at home and abroad,and on this basis,puts forward somecountermeasures and suggestions for optimizing the CY community residents autonomy in Yangshe town of Zhangjiagang City,including clarifying the working relationship between the government and the community;give full play to the leading role of the party organizations in the construction of community autonomy,innovate the basic concepts,innovate the traditional ways of working,enhance the leadership of the grass-roots organizations,and effectively guide the autonomy of civilians;improve the participation of residents,autonomous organizations and other autonomous entities in community autonomy Consciousness and abilities through self-government;to improve the system of community autonomy through the establishment of "self-government checklist",expansion of self-government carriers,improvement of decision-making mechanism and compaction of funds guarantee mechanism;integration of resources and financial resources with social organizations to achieve maximum utilization of resources.
