China is a country of great importance to the welfare of children. Since thousands of years, Chinese people formed a "When we support and honor our elders, we should not forget other elders who are unrelated with us, and when we bring and educate our juniors, we should not forget the other people’s children," the cultural heritage and assist the weak people of moral tradition. Since 1949, our country in the field of child welfare has done a lot of work, and achieved remarkable results. Government signed in 1990 the "United Nations Convention on the Rights of the Child" and has promulgated a series of laws and regulations, such as the "Juvenile Protection Law", "Compulsory Education Law", "Maternal and Child Health Law". To the twenty-first century, with the rapid development of economy, the survival status of rural poor children began to be concerned by the state and society, the governments has formulated and promulgated a series of relevant policy documents, such as "Children’s Development Program " and " National Development Plan for Children in Poor Areas". The implementation of welfare policies, to enhance the level of institutionalization of rural poor children welfare, also to protect and promote the welfare of rural poor children, improve the status of their lives, and to promote their healthy growth.However, we need to note that the current policy concerning welfare of poor children in rural areas are also facing many outstanding problems, there are many shortcomings. Due to the limitation of time, funding and ability, the author cannot survive on the status of development of the national rural poor children, so selected the northwest typical poverty-stricken counties XiaJin County as the investigation site, used the questionnaire and interview method to obtain information about rural poor children, and combined with the local government relevant welfare policies about to poor children in rural areas to evaluate these current policies. By assessing the implementation of the rural poor child welfare policies, the status of children’s lives has been improved to some extent, it mainly present that healthy status and capabilities of rural poor children were been greatly improved. However, development of current rural poor children welfare policies have been not yet mature, this paper positive some achievements, at the same time, also find out many obstacles, gaps and deficiencies that policies face, including the lack of policy integration, the existing of policy blink spot, inefficient policy in the field of child welfare. These problems have largely deprived the needs and the rights of the poor children in rural areas, and also caused some threat for the safety of these children.This paper hold that the shortage of the poor children in rural areas welfare policy is caused by the following aspects, including the limitation of the level of economic development, large rural poor children population, the new problems emerging continuously and the long-term effects of urban-rural dual system. Therefore, in this study based on these reasons, starting from key elements of the policy, this paper put forward practical recommendations targeted in order to perfect the policy, and then to improve the welfare needs level of poor children in rural areas, as well as promote the healthy growth of rural poor children.
