With the advancement of China's urbanization process,a large number of migrant workers go to work in the city.Due to the strict restriction on the household registration system and the exclusion of welfare behind the household registration system,they are forced to leave their children in their home life.These children are forced to become the left behind children in rural areas,and they silently undertake the cost of economic transition and social transformation.In the aspects of life,learning,psychology and safety,they are faced with certain difficulties,and their physical and mental health is affected.In recent years,the pilot work of the care service system for rural left behind children has been carried out in the whole country,and some problems have been achieved at the same time.The analysis of the problems and causes in the construction of care service system for left behind children is not only conducive to further improving this system,but also promoting the healthy growth of left behind children,and promoting the orderly development of our child welfare system.Based on the theory of welfare pluralism,orderly participation from welfare pluralistic perspective,focusing on rural left-behind children population characteristics,left-behind children care of multiple subjects,using the questionnaire and field interview to analyze the CD region of Jingmen,Hubei Province the basic survival of left-behind children in rural areas and the supply of care services.Through the investigation,we first sort out and analyze the basic living,education,study and mental health status of left-behind children in the rural areas in our country,revealing the inadequate health care,the lack of family education and the lack of psychological guidance in left-behind children living in rural areas,The lack of emergency support for life care and other difficulties,and the use of the multivariate regression analysis method,system analysis influence of rural left-behind children in learning,living,psychological factors.Secondly,through the empirical research results,combing and analyzing the participants and the effectiveness of the care service supply of the left behind children in rural areas,the effectiveness and pertinence of the content and the participation of the care services of the left behind children in rural areas are analyzed.Reveals the rural service content existing in the construction of child care service system,the main function of the single failed to give full play to the relationship between the subject and lack of coordination,lack of long-term security mechanism problems and their causes: the effect of the implementation of decentralized management system,where is the relevant provisions of national level poor,lack of laws and regulations and other prominent the problem.Finally,according to the construction of caring service system for left-behind children in rural areas,the paper proposes that on the basis of such principles as appropriate generalization,enhancement of social service supply and promotion of service fairness,we should build a system that takes local government as the guide and give full play to family and community(Villages),schools and social organizations,and improve relevant mechanisms such as coordination and linkage,personnel support and supervision and examination,and integrate various resources to form a strong synergy to build a care and support service system for left-behind children with multiple subjects participating in an orderly manner,jointly promote the healthy growth of left-behind children.
