Research On Welfare Support For Left-behind Children In Rural Areas In Poverty-stricken Areas

Under the background of social and economic transformation in our country,a large number of rural labors were forced to leave their hometown.They entered into the city to hunt a job and engage in trade.Because of the urban-rural dual economic structure and associated factors such as education,health care,housing,social security,as well as the migrant workers themselves low income level,the limitation of unstable living and living conditions,they have to keep their children in the countryside.So there are left-behind children in rural areas who are the special social group.The left-behind children is an important part of our future labor forces.The welfare level of the left-behind children is not only relating to the interests of each left-behind children and their families,but also relating to the harmonious society's construction and the development of social economy in our country.Therefore,in order to master the welfare state of the left-behind children in poverty-stricken zones,the research take Zhengan country in Guizhou as an example to analyse and study the welfare level of the left-behind children.The welfare content can be divided into three types:(1)the livelihood welfare to meet the rural left-behind children's basic living needs;(2)the education welfare to meet the needs of the development of rural left-behind children;(3)The health welfare to accord with physical health and mental health of rural left-behind children.First the study analyses the current situation of rural left-behind children welfare from main body of social security to safeguard measures,and evaluate the welfare level by using fuzzy mathematics analysis method.The result shows that the highest level is the livelihood welfare(subordination degree is 0.5632),and middle level is the health welfare(subordination degree is 0.3904),and the worst level is the education welfare(subordination degree is 0.2897).The left-behind children's livelihood welfare is in good condition relatively,but the health welfare and the education welfare are low.Then,the study analyses the left-behind children welfare problems in Zhengan country.The results of the analysis find that the left-behind children welfare problems include single subject,lack of content,management mechanism defectively.Finally,the study basing on the welfare pluralism theory,aiming at the problems of rural left-behind children welfare,in order to further improve the welfare level of rural left-behind children in poverty-stricken areas puts forward measures.
