Political party was born from the transformation of capitalism, while themodern Chinese political party was not only a product of the conflict betweenChina and the west but also a product of political thought and practice. For thefailure of party politics exploration in the early Republic of China, the KMT thatfirst committed to parliamentary party changed its thought of political party andbegan to explore the new management mode. Just then, the success of theRussian October revolution shocked the world and naturally attracted theparty’s attention which had changed several times and renamed Chinese KMT. Areorganization that "learns Russia" started.The Chinese KMT’s Central Publicity Department was not born with theparty(including predecessor) at the same time. It emerged with the need of theparty’s constant revolution and practice. The KMT had high expectations of thisdepartment and hoped that its establishment could contribute to therevolutionary cause. Admittedly, with the first cooperation between KMT andCCP, the Central Publicity Department indeed made a great contribution at thebeginning of its establishment and had brilliant achievements in revolutionarypropaganda and mobilization of the masses. However, the department was bornwith defects and many hidden dangers in the management system. These defectshad not been effectively resolved later in the department’s operation, but wereintensified. This situation resulted in the post operation failure and slackexecutive, thereby affected the entire propaganda effect which was an importantreason for KMT’s adverse publicity. These defects in management system mainlyreflected on the selection and standards of the department’s ministers andrelated propaganda management and personnel training control were alsoimportant reasons for large contrast between pre and post publicity.The Chinese Kuomintang Central Propaganda Department is taken as anindividual department for this research. According to the data, we found that theresearch history of Chinese Kuomintang party is disconnected with the researchon the specific functions of the Kuomintang. Previous scholars researched on theKuomintang’s political culture mostly from the overall history of the ChineseKuomintang party or from the small specific events. Little scholars’ researchfocused on the framework of the whole organization of the party from theperspective of one functional department. Most of the constitution historyresearch is included in the research on the Kuomintang government politicalsystem, political system for the functional department. 80 years later, there aresome research about important institutions of Kuomintang. However, most ofthem are the research on the government administrative legislature or ChinaKMT Central Committee of the party. The concrete subordinate departmentsresearch monographs is absent. 90 years later, some scholars began to explorethe China Kuomintang political culture, regime consisting of works from a smallevent, but there is little detail to explore the functional departments. There islittle research on the interactive relationship between political parties and thewhole level of Party organization from a functional departments. Similarly, theevaluation of an organization structure, personnel management also paid lessattention before. Therefore, the thesis try to make a breakthrough on theresearch object.
