Prevention And Control Measures Of The Group Events Caused By Land-lost Farmers In China

With the continuous development of society, urban-rural dual structure constantly being broken, social problems have become increasingly prominent. Land-lost farmers have become a new social role and group events caused by them have become an important research proposition.First, this paper analyzes the current research. Scholars studied mainly from four different perspectives to explore the group incidents caused by land-lost farmer in the existing research in our country:the perspective of land requisition system, the social security, sociology and psychology. Then four basic concepts of the social conflict, land-lost farmers, group events and the interests of expression mechanism were defined in this paper. Then it is based on Chinese Case Knowledge Base of Public Crisis Management, the author describes the number, type, characteristics and its impact on society from the typical cases respectively. Further in-depth analysis, starting from the horizontal and vertical, horizontal landless farmers and the government as a key open the game, analyzing the causes of group events landless peasants, landless peasants vertical mass incidents to the development stage as the main line, analysis of different reasons caused due to interest group events respectively in its infancy, and quell the outbreak stage. On the basis of the horizontal and vertical analysis, we combine the two and found that the causes of the general laws of landless-peasants mass events that farmers own limitations, government functions dislocation, imperfect social security system as well as channels for the expression of the interests of landless peasants obstruction. Landless peasants mass incidents caused serious social impact, so the author gives the appropriate prevention and control measures in its infancy, and quell the outbreak stage, the loss of mass incidents caused by landless peasants controlled to a minimum.
