Research On Social Security For The Land-lost Farmers In JiNan Innovation Zone

With the development and expanding of Jinan Innovation zone,the demand of land in a large increase,the government levy land is growing sharply,and lead to a large number of land-lost farmers in the zone.Land for farmers,can not only provide means of livelihood,also bear the social security function,so farmers lost their land will face the survival and the difficulties of life.In the short term,the land-lost farmers can rely on resettlement compensation for a living,real life level not drop.But in the long run,the land-lost farmers because of the relatively low cultural quality and knowledge skills,it's very difficult to reemployment in the intense job market,and under the condition of incomplete social security system,the land-lost farmers will face a serious dilemma when they use up the resettlement compensation.This will leave many of problems to the society.The land-lost farmers' social security system is not perfect of Jinan Innovation zone,although endowment insurance and medical insurance into the urban social security system,but still owe reasonable payment methods and security level.Operation mechanism is also not mature.By using the experience of typical parts of the country social security in our country,Suggestions to consummate the land-lost farmers' social security problem of Jinan Innovation zone,should not only consider the current security,and to consider the long-term developmentof the farmers.In a word,the system's establishment should be sustainable and flexibility.First of all,we need to improve the basic old-age security system and the basic medical insurance system for land-lost farmers,Second,the land-lost farmers' social security system should include the unemployment insurance,solve the trouble back at home of land-lost farmers.Furthermore,perfect job security,to solve the sustainable livelihood of the farmers,by some measures such as speeding up the reform of the labor employment system,increasing of land-lost farmers vocational skills training and encourage the land-losing farmers self-employment who have conditions,to solve the employment problem.Finally,to establish minimum living security system,establish the last line of defense security for life problems of land-lost farmers.
