Chinese Communist Party’s Exploration On The Realization Forms Of Rural Collective Economy

This study is based on the goal of "coordinating the economic and social development of urban and rural, building a harmonious socialist society" as the starting point and the foothold. Key and difficulty to achieve this goal are in rural areas. The biggest problem in currently rural areas is that agricultural development is slow, rural infrastructure is backward, and increasing farmers’income is difficult. Solving this problem must develop modern agriculture and modern agriculture development cannot leave the effective realization forms of rural collective economy as the carrier. Therefore, the CPC central committee has issued 15 documents of central "No.1 document" since the reform and opening. They guide and support the broad masses of farmers to actively explore the realization forms of rural collective economy in the process of solving "three rural" issues. These realization forms of rural collective economy effectively promote the development of rural economy, laid a solid foundation of the path of agricultural modernization with Chinese characteristics. Therefore, carrying out the study of 15 documents of central "No.1 document" is of great significance to explore the trajectory and achievement about the realization forms of rural collective economy.According to the goal of "coordinating the economic and social development of urban and rural, building a harmonious socialist society" and the main line of 15 documents of central "No.1 document", this study combs the trajectory of the CPC exploring the realization forms of rural collective economy, analyzes and summarizes the exploration achievements and significance. Firstly, on the basis of defining the main concepts of central "No.1 document", realization forms of rural collective economy, interests’community, modern agriculture and reviewing the study status both at home and abroad, this study combs the current academic special studies on central "No.1 document", realization forms of rural collective economy, farmers’ professional cooperative economic organizations, and coordinating urban-rural development. Secondly, through combing 15 documents of central "No.1 document", other relevant documents and important speeches about the rural collective economic theories and policies in chronological order, provides the theory and policy basis on analyzing the efficiency of realization forms of rural collective economy. Thirdly, standing on the perspective of community of interests, this study analyzes the interest mechanism of current domestic mainstream realization forms of rural collective economy and explains the reason of their effectiveness. Finally, this study discusses the significance of inheriting and developing Deng Xiaoping’s "two leaps" thought on agriculture and promoting "coordinating the economic and social development of urban and rural, building a harmonious socialist society" by exploring the realization forms of rural collective economy. Under the base of above, the author summarizes the study.This study is a qualitative study that uses Socialist public ownership theory, Deng Xiaoping’s "two leaps" thought on agriculture, and urban-rural integration thought. The author mainly uses literature method and inductive method, combination of history and logic to carry out the study. According to the above, the author hopes to expand the related studies about realization forms of rural collective economy and provide a rational ponder to explore the Chinese characteristic socialist modern agricultural development path.
