The Group Game Of Administrative Villages Scale Adjustment

Our government is constantly taking three rural issues seriously and striking to solve the issues during the development of rural economic and the whole national economy in lately ten years. In order to construct the new countryside, the country has issued a series of policy. Rural grassroots management system reform comes into being in such context. The adjustment of the scale of the administrative villages has been carried out around the country. Under the conditions of market economy, rural has already formed the polybasic benefit subject objectively. Under the situation of the competition of various interest groups and game playing, The process of the implementation of the administrative villages is actually the process of game playing among each interest groups. The contradiction of interest among country government, rural collective and farmers should be solved in a gentle way. It seems incidental that a variety of groups conflict happened which in fact is inevitable occupy the people’s perspective. Under the ruling concept that the government is concerned about the people’s livelihood, pay attention to the people’s livelihood and improving the people’s livelihood, only by establishing a more scientific and reasonable game mechanism, we could realize the balance of rural interests, ensure the authentic of the policy and realize the harmonious development of the rural areas.This study is based on the scale adjustment of dministrative villages Kaihua in Zhejiang province. Through consulting the scholars’literature on the village merger, the author uses the field survey and case interviews and empirical research method, analyse the present situation of the scale adjustment and problems of the administrative village s in Kaihua. And based on the starting point, the author discusses in the process of merger, the game playing among country government, rural collective and farmers, and difficulties during the implementation of the central policy in rural areas. Finally, the writer proposes a more fair polybasic game mechanism which is good for county government, rural collective and farmers. The author tries to find a more feasible method to defuse conflict of interest in rural areas in China, also give some advice on how to avoid the deformation during implementation of the policy.This paper is an empirical study based on the social theories; it is innovative in terms of its data selections and strategy analysis. As a matter of fact, this paper is not only about the research of administrative villages scale adjustment,also through the paper, the writer tries to call national attention of farmers who is in a natural vulnerable position in the study village of the merge. And the author also hopes that this research will provides reference for the foundation for rural management system research in the future.
