Study On Construction Of New Rural Communities After Merging Villages

Since the reform and opening up,China's urbanization and urban-rural integration have been accelerating,and rural society has undergone tremendous changes.The rural society,which was originally linked by blood and geography,has gradually transformed into a modern rural community centered on residents.Driven by the policy of “increasing and reducing the land use for urban and rural construction” and the “new socialist countryside” policy,the rural movement kicked off and village mergers came into being.Shandong,Jiangsu,Zhejiang and other places have launched new rural community construction with the main content of the town or adjacent natural villages.Some achievements have been made in the process of building a new type of community,but at the same time there are also some problems,such as “rebuilding,light management” of the community,alienation of residents in the community,low sense of resident identity,passive participation in community building,and difficulty in community staff.A series of problems,such as dealing with large community organizations and complex situations,pose new challenges for the development and construction of new rural communities.Therefore,in order to ensure the healthy and orderly development of rural communities,it is necessary to take effective measures to address existing problems and achieve the transformation of rural community construction and governance models,thereby promoting urban-rural integration.In order to comply with the development trend of urbanization,Z Town of Zhucheng City,Shandong Province has started the construction of rural communities since 2007.The municipal government has unified planning,and based on the principle of proximity,the former scattered villages will be merged into one piece for centralized management,that is,village merger.On the basis of field research,this paper conducts in-depth research on the status quo and existing problems of the new rural community construction after the merger of Z Town through the use of literature review and questionnaire survey,and combines the experience of rural community construction in Henan and Jiangsu.Try to propose feasible suggestions from the perspective of new public service theory: First,build a service-based grassroots government;second,aim at public interest to improve community public services;third,encourage community residents to actively participate in community governance;fourth,people-oriented,enhance residents' sense of identity,sense of belonging and happiness.Through the joint construction and governance of grassroots governments and community residents,we will achieve positive,healthy and orderly development of the community.Taking "community construction" as the starting point,this paper attempts to propose a new rural community construction model that conforms to the actual situation of Z Town,which can contribute a little to the community construction and governance of Z Town,and also provide some experience and reference for other community construction.
