The Howard government established the policy of embargoing uranium sales to India after India conducting nuclear tests unilaterally in 1998. Traditionally Australian uranium embargoing policy measures are taken against the state "off the NPT," which aims to further limit nuclear proliferation, support for nuclear non-proliferation regime and to ensure that Australia has the right to speak in the global nuclear security affairs. However, this policy combination in the face of the reality of global and regional changing couldn’t properly solve the problem of an increasingly important India issue in the Australian Government’s agenda, but also not realize Australia’s regional strategic security objectives. So the adjustment and changing of this policy is an inevitable choice of the Australian Government’s respond to existing rigid policies. The Australian Government and India signed a bilateral civilian nuclear agreement in 2014, which marking the lifting of the embargoing policy of uranium. This trend is worthy of further being studied and analyzed. Finally, this paper also pointed out that in the future Australian export uranium to India policies are more likely to be gradual with the convergence of energy trading patterns in other countries, which gave birth to the development of comprehensive cooperation of Australia and India strategic partnership in the broader areas of collaboration. Meanwhile, Australia’s invested diplomatic resources and the moral high position in nuclear affairs of the global system will no longer exist. As a result, the policy of Australian embargoing uranium sales to India appear characteristics such as intertwined influence of political and economic, one-way operating obviously, an increasingly important element of ideology and the joint function of principle and flexibility.
