First of all, regarding time as the clue, the text expounds the evolvement- course of the India's nuclear policy since its independence; gives a minute review to the attitude of the main leaders in Indian history, and points out that India's nuclear policy of all governments is not an expedient measure of certain clan or leader, but is one of its core national policy. Secondly, from the side why India has developed nuclear weapons for so long as half a century, the text discusses the factors that force and restrict India to develop nuclear weapons, and emphatically analyses the reason why India didn't conduct nuclear test immediately after China did from the aspect of technology. Thirdly, the text analyses the impacts that act of India conducting nuclear test gives to the Sino-India relation. The test thinks that the nuclear explosion of India has caused some negative effects on the Sino-India relation in a short time. But in a medium or long term, after becoming an owing nuclear weapon country in fact, India has got the equal position with the great country psychologically. Meanwhile, if India keeps nuclear weapons within certain range in the future, and carrys out Five Principles of Peaceful Coexistence really among international association, the act of India's nuclear test will help Sino-India normal development of relation, contribute to promote the development of multipolarity of the world.
