In this paper, drawn from the legal point of view the study of state-owned land on the housing levy and compensation to Dingxi City as an example, through positive study to identify issues and propose solutions to this problem, the full text is divided into four chapters.The first chapter briefly describes the situation in the country housing levy system, to clarify the concept of expropriation and compensation of property; Analysis of state-owned land on the housing levy compensation related laws, regulations and normative documents, to lay the foundation for future study of this article.Chapter Ⅱ impose a more detailed discussion of the theoretical basis of the compensation system. It lists the contents of the range of compensation for expropriation, content and procedures of the three aspects of the scope of the collection of compensation through research rent theory, land and property rights theory theory; on the use of public interest, law and economics and fair compensation, compensation for expropriation theoretical content issues; the introduction of due process theory, game theory, social theory analysis of combustion compensation for expropriation order.The third chapter in the theoretical basis of the previous chapter, combined with a given case of state-owned land on the west city housing levy and compensation, to sort out the problem and research, through the basic facts, analysis and research problems of three sections of the structure, the scope, content and Demonstration of three aspects of the program.The fourth chapter questions posed improve our housing levy compensation system recommendations. Improve the scope of the "Villages" land expropriation provisions, paid land use rights, a clear definition of property rights of public housing the collection of compensation, the compensation was conscripted lessee; explicit content providers of housing standards, strict definition of the public interest, and reasonable compensation standard regulations; procedures addressing public participation, housing valuation, collection enforcement and risk assessment issues.
