A Study Of Public Governance Inethnic Township Under The New Circumstances

In recent year, with the propulsion of Reform and Open-Up policy, social construction and social management has become significant issue, and public goverrnance is an important aspect of exploring new model of socal management The academic world believes the notion and practical model of public governance plays significant role in improving the quality of social construction and the administrative achievement of local government.Ethnic Township is not only a supplementary form for Ethnic Autonomy, but also an important part of ethnic minority work system, and thus represents obvious features. Due to the special features of Ethnic Township, the public governance of Ethnic Township also has its own charaters.In the thesis, the author analyzes the procedure and mechanism of Ethnic Township based on the fieldwork research conducted in Ewenki village of Huuchin Bargu Banner in Hulunboir city, in order to enrich the theory of Ethnic Township and promote the stable development of minority areas as well as ethnic solidarity and social harmonious.The study is an experimental research and based on fieldwork outcomes conducted in year 2014. The material includes two aspects:one is the operation procedure of farmer and herders’professional cooperation established in Ewenki Village in 2009; and the other is implementation of execution work"532".The thesis consists of three parts:introduction, main part and conclusion. In the introduction part,the author explains the proposal, the importance of the research work, previous studies and methodologies. The main text describes the practice of public governance in ethnic township, taking example if Ewenkei village of Huuchin Bargu Banner in Hulunboir City, and analyzed the existing problems. In the part of conclusion, the author puts forward some reasonable solutions for public governance in Ethnic Township.
