China is a unified muti-ethnic country with a good political order and a stable social environment;all ethnic groups live in harmony and symbiotic symbiosis.Promoting the stability and development of rural areas in ethnic areas,especially in minority concentrated region village,is one of the important tasks of our party and government,and is also an important guarantee for national equality and national unity.Therefore,how to further promote the good and fast development of the rural areas and narrow the gap between the rural and the developed areas in the ethnic areas is an unavoidable issue in the development of minority region village.Based on the realistic background of the transformation of China’s modernization,all regions are seeking new governance models to cope with the uncertain factors brought by social transformation and at the same time promote the process of democratization.In recent years,minority region village closely follow the new requirements put forward by the social transformation on governance mechanisms,Accelerate the transformation of rural governance model and further promote the comprehensive development of rural areas in minority region village.However,at this stage,there are still some minority region villages affected by multiple historical factors.These areas have some problems in the selection of local governance models and the development of governance models.It is necessary to find a way to solve the problem in continuous governance practice.This paper introduces the theory of participatory governance,from the perspective of village of Li Baos’ governance practices,Examined the practical process in the area.Through the analysis of village of Li Baos’ rural governance model with multiple governance subjects,discussed the operation process of each governing body participating in the decision-making and execution of public affairs,summarize the successful experience and insufficiency of village of Li Baos’ participatory governance,and put forward solutions to the shortcomings of the development of the participatory governance.Although there are some differences between village of Li Bao and other ethnic minority villages in natural resources,butthey have some homogeneity in the choice and development of rural governance mode.In fact,some minority region village still follow the traditional governance models,while the traditional governance mode emphasizes the dominant position of local government governance,ignoring the participation of stakeholders in rural governance.In the long run,it inhibits their enthusiasm and initiative in participating in governance,and they are the real participants.Participatory governance undoubtedly provides effective path choice for the development of rural areas in ethnic areas.Participatory governance as a modern local governance mode,extensively absorbed the various stakeholders to participate in the decision-making and implementation process of public affairs,effectively promoted the governance transformation of rural local government in minority region village,and also realize the transition from top-down management mode to mufti-subject governance.
