Balance urban and rural development, promoting the construction of new socialist countryside is a new period, we comprehensively promote an important part of the construction of the well-off society. The construction of new socialist countryside is a systematic and comprehensive project, how to make the development of rural properly is a very complex problems, rural development is affected by many factors, as the elite in the countryside, they have a key role on the rural development.Village Governance elites (This article refers to the village directors, that the mayors) is elected to be the leader of the villagers, leading the direction of the village development in village governance process. They play an important role. But the elites play the different roles in different periods of rural developments. It is because of this particularity, the paper particularly choose the village -X as the subject of the case study, using the depth description method to study the selected village. And then according to before and after two different village elite of the village X were compared in effect made in the process of rural development, by comparative study, draw the conclusion of this article, namely, how to realize the benign interaction between elites and rural development in village governance. Impacts on rural developments by village governance elites, based on the premise of the village unique personality, so the history and current status of X rural village analysis is the basis of this study. Overall, the elites of village-X is becoming rich due to the special village coal resources, it can be described as the times produce their heroes, the unique resource advantage creating the conditions for X a number of village elites. However, the rich processes of elites is inseparable from the village-X, these elites would not existed without village-X.In this paper, village-X in Taiyuan Wanbailin district is chosen to be the example, in the fully focus on theoretical analysis, the basis of empirical research, through the study of village governance elites, the elite motivation and governance of rural development perspective, to explore the influence of rural village elites governance on rural developments.
