Now East Asia is the focus that countries in the world pay more attention to, and is also a new economic and political center. The situation in East Asia naturally becomes a hotspot research area, and American strategy is one of the most important factors that influences the situation. So the researches about American strategy in East Asia become the main content and an important basis for us to analysis the situation and trend in East Asia. In addition, it provides a reference for taking China’s response measures.However, most studies about American strategy in East Asia mainly focus on a special content. There are few scholars who use a theory as a guide to analysis American strategy in East Asia. This article will attempt to analysis East Asia strategy since World War II, especially since the end of the Cold War, depending on offshore balancing strategy mentioned in offensive realism theory, to discuss the reasons and purposes behind a series of action.In order to achieve the desired purpose, we use a variety of research methods. In the theoretical part, this article uses structural analysis to decompose offensive realism theory and offshore balancing strategy. As to the history of East Asia strategy after World War II, we make "balance" as the main line, and express the strategic purpose, content, approach and the results clearly in terms of presidency, avoiding lost in the complex actions. To be able to distinguish the difference among different government strategies, we use the method of comparison. Finally, we make a prediction about American strategy in East Asia by using the method of inference and hypothesis. At the same time, some recommendations are put forward for China.After World War II, subjected to the international background that the United States and the Soviet Union fought for the world hegemony, the purpose of American strategy in East Asia was not like in Europe. The purpose of America was not to fight for supremacy but to achieve the balance of power in East Asia, at least the socialist countries would not occupy the dominant position. After the Cold War, due to its relative strength continues to decline and the rise of China, as the sole superpower the United States did not seek hegemony in East Asia. At that time, holding the dominant position in East Asia was American purpose, and it took a series of actions, such as shifted strategic focus to the Asia-Pacific, strengthened the containment of China.2008, the action Obama administration shifted the strategic focus to the Pacific region especially East Asia, is considered as an important adjustment of American foreign strategy. The motives and intentions behind this change become a hot topic of discussion. Whatever the purpose of the United States, the baseline to avoid the emergence of a threat to US security hegemony will not change. Analysing American strategy in East Asia, "balance" factors will be found.Balance is not only a purpose to achieve the balance of power in East Asia, but also a means that uses two ways balancing and buck-passing to maintain the balance of power, and it will continue to exist in American strategy in East Asia, playing an important influence. In the future, the mostly responsibility to contain China will be taken by East Asian countries especially Japan. America may return to the original role "offshore balancer", reducing direct influence in affairs of East Asia, and use covert and indirect ways to make an impact.As a great power in East Asia, Asia Pacific rebalancing strategy has a marked impact on China. How to maintain the development and keep growing is an urgent problem China have to solve. But we can see some questions need to be resolved as soon as possible. It includes the question China is vulnerable to subjective factors in the formulation of foreign policy, the question be in a passive state in dealing with foreign affairs, the question not form clear methods and purposes on diplomatic strategy. Yet China’s future ultimately depends on whether China’s economy will maintain steady and rapid development, whether China’s domestic society will be harmony and stability. All external problems arise is to disrupt the attention of Chinese economic development, and all external problems will be solved in the course of China’s growing.
