The Study On The Supportive Development Countermeasures Of Strategic And Emerging Industries In Bengbu Government

After the international financial crisis, all the countries in the world attach great importance to the development of the real economy, the real economy is the foundation of economic development, and strategic emerging industry determines to some extent the future of the real economy. At present, China is in a period of accelerated industrialization, and promoting the healthy development of the real economy, the optimization and upgrading of industrial structure is the primary task of the current phase. The report of the 18th National Congress of the Communist Party of China Clearly put forward the concept that "we should promote strategic emerging industries, advanced manufacturing industry healthy and rapid development". It can be seen that our country has already put the strategic emerging industries development in an important position, and to be as the pillar industry of national economy and leading industry in the future. This article studies the significance of developing strategic emerging industries from the background of supporting strategic emerging industries by the world, China and Anhui Province, and from the policy documents related to the support of strategic emerging industries by the country and Anhui provincial government in recent years, analyzes the policy connotation of supporting the development of strategic emerging industries, finds the deficiencies in the development of strategic emerging industries by Bengbu government, and puts forward the development countermeasures, which plays a better role in driving the economic and social development in Bengbu.First of all, from the perspective of the analysis of domestic and foreign development of strategic emerging industry trends, it introduces the policy measures of strategic emerging industries issued by the United States, Japan, Britain, South Korea and other countries, such as taking the emerging industries including of new generation of information technology, new energy, new materials, biological engineering, energy conservation and environmental protection industries as the industry which national or regional government should give priority to, or choosing one or several as development priorities according to its own base or development condition. Then it explores the significance of development of strategic emerging industries from domestic trends presentation, with the rapid economic structure adjustment and upgrading, development of strategic emerging industries has become an irresistible trend. It can not only make the majority of enterprises turn from "Red Sea" strategy with excessive competition toward "Blue Ocean" strategy with broad prospects, but also improve the overall competitiveness and economic status. It is the only way to achieve accelerated development, an urgent need to enhance regional competitive advantage and seize development opportunities, and is also able to crack the constraints of resource and environment, makes previous rough-type development mode turn towards intensive development mode. Then by the top-down way, it introduces the policies and regulations issued by national, provincial and Bengbu government for the adjustment of industrial structure, promotion of economic development and strategic emerging industry development. On October 2010, the State Council issued "The decision of speeding up the cultivation and development of strategic emerging industries" (Guofa (decision (2010) No.32). On December of the same year, Anhui provincial Party committee and government issued " The views on speeding up the cultivation and development of strategic emerging industries ".On September 2014, Bengbu government issued "The policy system of supporting industrial development by’1+2+N’".On June 2014, Bengbu municipal Party committee issued "The views on taking 363 framework for guidance to promote the city developing intensively".The third part focuses on the measures related to supporting development of strategic emerging industries by Bengbu Government. Firstly, promote it jointly from top to bottom, to gather up the forces of development of emerging industries of strategic. Secondly, issue relevant industry supporting policies, to improve the environment for the development of strategic emerging industries. Thirdly, plan projects related to industries which are driven strongly, to shore up the support of strategic emerging industries. Fourthly, insist on innovation promoting industrial development, to improve the strategic emerging industries innovation systems. Fifthly, build the carriers such as parks, industrial bases, to accelerate investment in the construction of parks and industrial bases.Then in the fourth part analyze the existing problems in fostering strategic emerging industries by Bengbu government. Firstly, the industry plan does not have a forward-looking, secondly, supplying of elements resources is not enough, thirdly, carriers or platforms are not built in a broad way, fourthly, institutional mechanisms are inadequate, and lastly, the policy system is not perfect.Finally, based on current development and future trends of Bengbu, put forward the suggestions of supporting the development of strategic emerging industries. Firstly, improve the institutional innovation, to optimize the development environment. Secondly, strengthen supplying of the elements resources, to provide momentum. Thirdly, build service platforms to guide the development of industrial clusters. Lastly, improve the policy systems, to achieve sustainable development.
