The relationship between the bank and consumer is a contradiction. As a operator, the fundamental purpose of the bank is to pursue to maximize their own interests. In this process, the bank certainly more or less damage to the interests of consumers. However, the financial industry is a confident industry, Repeated damage to the interests of consumers will inevitably reduce consumer participation in the financial activities of enthusiasm, ultimately affect the stability and development of the entire banking industry. The global financial crisis in 2008 is the best example. With the deepening development of the banking,bank is more and more large-score, the gap of information and bargain ability between the bank and consumer is getting broader and broader, the disputes between them are increasing, strengthen the protection of consumer rights is still a long way to go.After the outbreak of the financial crisis in 2008, a lot of countries put the protection of consumer’s interests to a important position in the financial regulatory reform. the United States as the representative of the Western countries began to explore the establishment of a dedicated consumer protection agency. In this trend, China’s Banking Regulatory Commission Bureau of Consumer Protection established in 2012,has played a positive role in protecting the rights of bank consumer.However, due to the unreasonable bank charges, mis-selling, mandatory spending and so endless,and the new consumer safety issues that coupled with the development of electronic banking,bank consumer’s rights of trade fairly、choose freely and security remains have been seriously violated.The protection of bank consumer rights is a systems engineering,the improving of bank consumer’s rights protection need from the consumers themselves, the banks, banking regulators,and banking associations,to improve the relevant legislation as a starting point,establish and improve the relevant institutions and supporting systems,including the regulatory responsibilities of Bank regulators,the bank’s information disclosure system、charging system and information security system, dispute resolution mechanism,in order to establish a consumer protection system in line with national conditions of China.
