As networks become increasingly popular and more and more citizens want to take part in politics or the government. the network group events assumed "the blowout type" the development momentum. By massive network opinions or the show of public opinion,or claiming to the government,or supervising government’s action.We see in the civic participation in politics that,our citizen need and have the quality to express their demands,offer advice on the matter which related to public management,supervise and manage government,and hope government could give quick respond.But currently,our government’s response capability has yet to be improved,deficient in response for long time may cause negative impacts on government public administration,sand reduce government credibility.
