Nowadays, China is in a transition period, because the imbalance development of prolonged economic and political, it has been resulting in many effective effects. Such as: the speed of economic development is greatly different, huge gap between rich and poor, Gene coefficient is higher, and the voice of popular discontent sounded everywhere, the mass incidents erupted in the country. It has been highly concerned about the people of the whole world. In the past few years, there are quite a lot of research results on mass incidents, most of them are about the reasons for the formation of mass incidents and the related strategies. However, there is no direct interest in the participation of the groups, but as a whole, this may cause the research of mass incidents too rough, and the research results cannot play a guiding role in practice.With the help of the collection about Chinese and foreign academic’s research on the behavior of the no direct stakeholders in the mass incidents, this paper analyzes the formation mechanism, attribute, pattern and psychological motivation of no direct stakeholders’ behavior. We use the literature analysis, case study and interdisciplinary method to sort out the literature. The results of the sort are:(1) domestic scholars explore the results of group events, such as, papers, monographs and degree thesis;(2) the translation of collective action and social conflict theory. During the study, the theory of many subjects such as social changes, social conflicts, social structure, collective action, social psychology and political science, have been involved.For the research on the action logic of the no direct stakeholders in mass incidents, we start with the motivation of participate group, definite the concept of no direct stakeholder, identify the underlying causes of participate of the no direct stakeholders in the mass incidents, and present the behavior pattern of no direct stakeholders in mass incidents. Moreover, we interpret the negative social psychology, social background and the group effect in mass incidents, develop more effective preventive measures, and enrich the research results of the mass incidents to play a better role in practice.
