Action And Logic:The Political Analysis On Environmental Group Events

In recent years,China’s ecological environment is deteriorating,environmental events occur frequently,and environmental issues enter the concentrated outbreak period.Ecological environment not only concerns the relationship between man and nature,but also involves the environmental rights and interests between different people and different groups in different regions.Ecological politics is just the political activities revolved around ecological protection and rights distribution undertaken by people.In western developed countries,with the development of industrialization and the destruction of the ecological environment,ecological political movement are developing rapidly,and has become an important force in national and international political life.In contemporary China,environmental events happen frequently and refer to dramatically increased population and area,environmental conflicts and its social and political influence are increasing.The party and the government has enhanced the focus of attention and intervention on environmental problems.Environmental conflicts,influence and regulation have showed obvious color of ecological politics.This paper aims to analysis the typical case of major environmental events in ten years(2005-2014)in China,investigate the development status and development trend of environment events,explore the background and mechanism of generation and development of Chinese environment events,and seek strategy to resolve environmental events.At the same time,this paper is also aimed at analyzing the political logic in environmental group events and the characteristics and trends of the sample of Chinese ecological politics——environmental group events through comparing with the western ecological politics on the stage of specific social and political environment and the specific social and economic development.From the Environmental incidents happened in last ten years,the events’ annual incidence rate unbalanced,2009 is the year which had a high incidence rates of environmental group events.But overall,Chinese environmental events are increasing and presents mufti-made trend Environmental events have the characteristics of regional and gradient transfer in geography,mainly distributed in the eastern ecornotmic developed area,such as Guangdong and Zhejiang.With the development of industrial transfer and industrialization to the Midwest,environmental group events also appear the trend of transfer and diffusion.The population involved in Environmental conflict is limited,the majority of the events involved in hundreds of people.However.a few environmental group events affected a wide range which may involved in millions of people.From the perspective of the incentive object of environmental conflict,the conflict of garbage disposal is staying at a high level.These events include the relief type,also contain the preventive type,violence and non-violence coexist in environmental group events.Environment group events still belong to the contradictions among the people from the point of nature.These conflicts are mainly the behavior that people appeal needs and safeguard the legitimate rights and interests.From the point of evolution and development trend of environmental events,environmental group events have protracted nature and complexity due to the environmental issue is accumulated over a long period of time.Especially as some of the environmental hazards increasingly exposed,people’s demand to improve ecological environment is creasing,people’ s consciousness of ecological safety and environmental protection is growing,ecological environment group events in China still has a tendency to increase especially the rising rates of active events.At the same time,the use of nonviolent means also will increase under the circumstances of government to improve the level of response.Along with the transfer of the industry and all fancy development of industrialization,events will continuously spread from developed regions to the less developed areas;the social middle class with higher levels of knowledge and environmental awareness will gradually become the main force of events,network also will take an more important role in the process of the generation and development of the event.High rates of environment mass incidents are closely related to the development model of traditional political and economic,the weak institutionalized channels,gradually open political system,and the aid of network media.Triggered by triggering factors under the role of individual psychological selection,through the organization and mobilization,finally the action is formed.Once the action begins,the stategy is not static;means in the event possibly come out the upgrade from non-violence to violence,one of the decisive roles is the target and the government’s response.After the incident,if people’s basic demands can be able to meet,the resolution of events becomes easy,most environmental mass incidents eventually subside with making a promise or concession to the public by target especially local government.Environment group events’ generation,influence and disposition are all closely related to politics.Environment group events are important action of Chinese ecological politics.Compared with western ecological political movement,the action characteristics of China’s ecological politics has event rather than continuous influence and the theme they focused on is around the relative specific environmental problems rather than the diversified sports content in western countries.The main leadership of western ecological political movement is the green party and environmental protection organization,Chinese ecological politics takes spontaneous,more of them are spontaneous trivializes situated action of people.From the point of the scale of action,the western ecological poliitical movement is often characterized by all-people’ s movements with national and even international scope,but China’s ecological politics is just local action.In the mode of action,the western ecological political movement is from radical to peace,and more and more highlighted the values of non-violence,the mode of action in China’s ecological politics is still characterized by the coexisting phenomenon of violence and non-violence.Faced with multiple events,the government should think about the prevention and response in the event to prevent and control environmental group events.The occurrence and solution of current ecological environment events can’t do without politics.Therefore,to effectively cope with environrnental mass incidents the government should find the key to the incident by its logic as the main line from the perspective of politics.Reduce environmental problems from the source by establishing scientific and rational concept of development.Starting from the system level to strengthen institutional ability to resolve environmental disputes,keep the institutionalized channels open.In addition,after the incident is happened,the government departments should be people-oriented in response,to rationally coordinate the interests of all parties in with restraint from the perspective of the rights and interests of citizens.The government departments should not only prevent the violent strategy upgrade,but also effectively control to quell the event as soon as possible.
