China’s Local Government Innovation Research

The innovative has changed China,which is the most valuable experience of political and economic development in China over the past thirty years. With great changes in the reform of Chinese administrative system and government functions, various forms of government innovation activities are emerging since Chinese reform and opening up. Such as participatory decision-making, democratic association, chief microblogging, chief supermarket. Many government innovation activities have been copied, promoted and improved. However, with the spread of local government innovation, many problems have generated, the inherent lack of motivation, local government innovation is unsustainable and difficult to promote, "face project","achievement project" and eventually failed.Government innovation is a kind of creative reform whose purpose is to improve administrative efficiency and promote the public interest. The main objectives including: democracy, nomocracy, responsibility, service, efficiency, professionalism, transparency and honesty. Local government innovation can be divided into four area:political reform, administrative reform, public service, social governance. In this paper, the author has invested 159 project about local government innovation from "Local Government Innovation Award", we can divide local government innovation into four categories with the drive mechanism: problem-driven,interest-driven, elite-driven and public-driven, we believe that problem-driven is the main driver to the local government innovation, and the leaders of local government are very important role. The fundamental reason causing problems is that local government innovation have no overall planning and top-level design. According to that, the author give four suggestions to improve local government innovation. First, expand participation and form a diversity of governance. Second, focus on top-level design and conduct docking system. Third, take the road of nomocracy and move forward gradually,train professionals in this area. Fourth, get an effective incentive mechanism to promote interaction and learning between different local governments.Government Innovation is one of the most important field of public administration. The local government has been the vanguard of China’s economy and the testing ground for government reform. Based on the analysis of China’s Local Government Innovation Award, I try to find out the typical problems of China’s local government innovation and understand how the innovation works. I want to provide useful lessons for the future development of local government innovation.
