Studies On Official Microblogs’ Social Influence From The Perspective Of Philosophy Of Science And Technology

The rapid development of information technology has a profound impact on the world today, and the achievements of information technology represented by the we-media are affecting and changing the way human society lives and develops. As a series of new communication platforms which are represented by microblog and wechat break the traditional way of information dissemination and become the approach to obtain information which the majority of netizens are keen on, today’s society has entered the era of information through we-media. Among them, microblog technology, compared with the traditional forms of media, has a breakthrough change in information content, information processing method and information transfer mode.With the arrival of the era of microblog, it has become a trend that government officials opend microblog. The emergence of officials’ microblogging adapts to the new needs of the government organs innovating a form of communication between officials and civilians, and meets the basic demands of the public more and more urgently participating in the administration. The "opinion leaders" effect,“south wind" effect of officials microblogging and the enthusiasm to participate in the administration among the public are all the important expression forms of its typical social influence.Officials microblogging not only breaks the traditional announcing pattern of government information, but also brings new challenges to the government administrative ability and level, and government officials,even the government departments they representing for, have to focus on the supervision of citizens microblog. From the date of the officials microblogging’s birth, numerous facts have proved that the social influence of each officials microblogging which can only broadcast 140 words is not tiny, because microblog is supported by thousands of individuals and each person’s knowledge is the power source of this kind of influence constantlyspreading, while the spread of science and technology becomes the catalyst of its social influence’s fusion reaction.Officials microblogging once again proves that the social influence of microblog technology can also become the driving force of social progress and human development.This paper is divided into five parts:The first part is the introduction, mainlyincluding the research background, significance, research status at home and abroad and the research method adopted in this paper.The second part introduces the basic concept of microblog andofficial microblog, and at the same time from the concept, characteristic, function, development perspective as well as related microblog technology, finally introduces the emergence and development of official microblog.The third part analyzes three aspects of important social influence of officials microblogging, named the officials microblogging’s "opinion leaders" effect, "south wind" effect and the clear political environment.The fourth part analyzes the factors that result in the social influence of the some aspects of the officials` microblog, which mainly focus on the technical background and social reasons. First, the `nodes`, as an advantage in good spreading, free-entry technology provided and easy interaction provided are going to be discussed. Then the assay will learn about the social reasons from three respects that are the special identity of the officials, the concept of `official standard` and the desire for new method to the politics of the public respectively.The fifth part based on the current social influence of officials microblogging, introduces the ways and methods to get the positive social influence, which are to further strengthen the leading ability of public opinion, and to pay attention to enhance officials’ personal qualities and to strengthen the system construction and external supervision.
