Competency, one of the hot issues in the field of human resource management,was introduced into China in the 90 s of last century. So far, many China scholars have made their studies and focused on companies rather than public administration department, especially that few studies have been performed to group of the biggest concerns in governmental department of urban management.Through previous data collection, literature reading and collation, taking Urban Management Bureau and urban management and law enforcement personnel of L City as an example, this paper carries out an empirical study to constitutional dimensions of the competency model, makes a description on each of the dimensions, and finally constructs the competency model of urban management and law enforcement personnel in L city by means of literature analysis, interview and questionnaire survey etc.The result shows that the competency model of urban management and law enforcement personnel in L city comprises 8 dimensions and 42 elements, namely writing ability, investigation ability, information gathering ability, psychological adaptation ability, anti-pressure ability, implementing ability, emergency coping ability, analysis and judgment capability, skill level in modern office equipment, adaptive capacity to environment, planning, coordinating organizing and ability, economic knowledge, legal knowledge, political theories, comprehension ability, management knowledge, knowledge of sociology, initiative, enterprise, situation control ability, time control ability, knowledge about laws and regulations, ability of continuous learning, sense of service, being conscientious and meticulous, sense of responsibility, sense of obedience, pragmatic spirit, endurance, appetency, familiarization with policies of the Party and state, flexible and responsive ability, communication skills, influential skills, being responsible, being far-sighted, being honest and self-disciplined, interpersonal skills, ability in oral expression, professional self-identity, ability of interference elimination and willpower.By comparing the competency model to specific conditions of Urban Management Bureau in L City, it is found in this study that the urban management and law enforcement personnel in L City have problem of competency structural disequilibrium and are inefficient in terms of setback coping, public service, administration by law and learning practice. In response to this problem, the author studies suggest that the main reasons lay in incomplete legal systems, inadequate laws and regulations, complicated staff composition, uneven personnel quality and disjunction between professional knowledge and specific working demand. For this purpose, this paper proposes to proceed from an internal support system, and puts forward the following countermeasure and suggestions, i.e. to specify positioning functions of urban management department, improve relevant laws and regulations, rationalize the management system, improve the efficiency of law enforcement, increase authorized urban management personnel and guarantee personnel quality. At the same time, working from the outside support system, this paper proposes the countermeasure and suggestions to strengthen internal communication and learning, establish a learning-oriented team, and set up a complete human resource management system in the hope of improve the competency of the urban management and law enforcement personnel in L City.
