| In recent years,with increasing promotion of our fiscal and taxation system reform,fiscal and the role of taxation staffs of governmental departments to the process of fiscal and taxation system operation,the requirement to their professional ability is rising increasingly.Under the general environment of governmental upgrading fiscal and taxation information system,refining requirement to fiscal management,transforming mode of working,optimizing capital management procedure,the stricter requirement to financial staff of governmental units,whatever their personal professional ability quality or the whole team construction management level.The study took the town Ninghai county in southeastern Zhejiang Ningbo as study object,it analyzed working status of financial staff of governmental departments in Ninghai county and the realistic problems,it extracted study samples from financial staff of Ninghai governmental departments and formed an assumption model of financial personnel competency in Ninghai governmental departments through literature analysis method and BEI,collected sample data through questionnaire,tested and rectified hypothetical model through SPSS 22.0 statistical analysis model,finally,competency model of financial personnel in Ninghai county was gotten and displayed application study on the basis of the model.The study finally got a competency model of financial personnel in Ninghai county which includes personal specialty,occupational quality,professional ability of three dimensions and 24 competency traits.On the basis of the model,the study commenced on improving demand of competence level of financial personnel in Ninghai,proposed a scientific optimization scheme of selection and employment system,training development system and evaluation system based on the competency model,in order to provide new way of thinking for ability improvement and team construction of financial staff of governmental departments in Ninghai County. |
