A Study Of Urban Community Policing Management From The Perspective Of Cooperative Governance

With its booming economy and progressing urbanization, China has been an increasing numbers of communities which makes community management an important part of social management. In community management, community policing management is of special importance, as it is the basic safeguard of community stability and harmony. Therefore, since its implementation, community policing strategy has been making profound influence on the security of the community. The effect of community policing is related to many factors inside and outside the community. At present, there are some problems in the construction and development of the community policing, especially problems due to lack of terms community participation and cooperation of among multiple parties. These problems have, to some extent, affected the development of the community. Therefore, analyzing problems and put forward the strategies of diversifying cooperation for community policing should help the development of community policing and thus the harmonious development of the community.Based on a survey of Fenghuang Cheng Community of Zengcheng City, this paper analyzes the pre the sent situation of Fenghuang community policing and the problems in cooperation governance in its community policing, and puts forward countermeasures for cooperation governance in the community policing. This paper firstly defines the concept of community, community management and the community policing. Then based on the theory of Citizen Participation and Cooperative Governance, it analyzes the current situation of Fenghuang community policing from the perspective of cooperative governance. The analysis includes four aspects, namely the basic situation of the community, the main subject and content of the community policing management, the environment of the community policing management system, and the support elements of the community policing management, from which the paper finds the community policing management dilemma is due to lack of cooperation. The paper continues to analyze obstacles in the cooperation in the Fenghuang Cheng Community from four perspectives. Based on the enlightenment of the American community policing management model, it brings out the countermeasures and suggestions to develop the urban community policing management from the perspective of cooperative governance, which are:the government and its relevant units should attach greater importance and be willing to initiate changes; the support elements of the community policing management should be improved and strengthened; the cooperative mechanism of the community policing organization should be established and improved.
