The Path Construction Of Policing Cooperative Governance

The discussion on the path of policing cooperative governance is the specific application of the theory“good governance”and“governance”in the modern policing reform.It is the only way for the whole people to participate in the orderly social governance and realize the self organization of public safety carrying out“we must continue to comprehensively deepen public security reform,continuously improve the overall effectiveness of public security work,and raise the level of social governance of public security agencies.”With the development of our society,all kinds of forces that undermine social stability and endanger public security are continuously being united.In consequence of this,the task volume of the public security is increasing and the scope of policing is constantly expanding.Deconstructing and applying the policing collaborative governance theory which was born in the theory of good governance is not only a powerful measure to solve the problem of insufficient police force,but also an inevitable trend of the development of the present era.Therefore,it is very important to explore the path construction of policing cooperative governance in the supply of public security.Firstly,this study defines the concept of the path construction of policing cooperative governance,which means the police cooperation with the participation of social pluralism.It focuses on the study of the cooperative governance of police affairs between public security organs and other social subjects.Though the analysis of requirements of feasibility,stability and availability of the path construction of policing cooperative governance,it clarifies the way and the value.After that,this study makes a theoretical analysis from abstract to concrete about the influence factors of the path construction of policing collaborative governance from three perspectives: the game theory,social psychology and the transaction cost economics.It sums up the influence factors preliminary and makes two screening by the way of pre-investigation.Then it uses empirical research methods to make a scientific demonstration of the influencing factors of the path construction of policing cooperative governance and finally obtains the results of empirical analysis containing six influencing factors: policy support,public recognition,security situation,collaborative experience,clear division of labor,cooperative return.Finally,this study congstructs a system model of the policing cooperative governance including four parts: public security environment,support input,internal environment and cooperative return.On the basis of this,it makes a plan about the path construction of policing cooperative governance and carries out the concrete application to improve the police stations' realistic collaborative governance ability and the overall progress of the reform of public security and the depth of the modernization of national governance capacity.
