Research On The Construction Of Rural Community Policing In Jiangyan District, Taizhou City From The Perspective Of Cooperative Governance

In September 2006,the Ministry of Public Security issued the Decision on the Implementation of Community and Rural Police Strategy to the provincial and municipal public security organs throughout the country.For the first time,it was proposed that rural community police should be fully implemented in the vast rural areas to serve rural social and economic development.Rural police offices emerged as the times require,and the community policemen stationed in villages also played a positive role in the stability of rural public order.However,the traditional rural community policing management mode is generally one-way,that is,the policing management carried out by individual policemen to the masses,enterprises,places in rural communities,mostly ignoring the cooperation of multiple subjects and the influence of multiple environmental factors,resulting in cold relations between the police and the people,passive policing work,and ineffective community management.Faced with the changing new situation and situation in rural communities,the working mode of community policemen and villagers'committees working together to maintain rural public order has been tried out and achieved good results in some areas.However,this model has not been well popularized,deepened and fully applied,and the relevant theoretical research has not been able to keep pace with the development of reality.Some objective problems in the rural community police cooperative governance work are still thormy and worth studying.By using public management theories such as cooperative governance theory,citizen participation theory,literature research,case analysis,questionnaire and other research methods,this paper first defines the concepts of community policing and rural community policing separately,clarifies the relevant elements and connotations;then,through field investigation,it summarizes the current situation of rural community policing in Jiangyan District,and summarizes rural community policing.The main measures of cooperative governance have found that the basic work of Jiangyan District in the process of rural community policing construction is not solid,the foothold of work is biased,the regional development is unbalanced,the participation of multiple subjects is insufficient,and the cooperation between the police and the people is lack of motivation.Based on the work experience,the causes of these problems are analyzed.It is found that the main factors are incomplete understanding of rural community policing,imperfect assessment mechanism,insufficient policing support,weak sense of cooperation in policing management,and lack of incentives for cooperators.Finally,the article refers to the main experience of cooperative governance of community policing at home and abroad,and puts forward several countermeasures for the development of rural community policing in Jiangyan District from the perspective of cooperative govermance,including promoting the basic construction of rural community policing,formulating more appropriate assessment scheme,doing a good job of policing security,realizing the multiple identity of the main body of cooperation,formulating norms and supervision system of community policing cooperation,and so on.It is hoped that some replicable and popularizable work experience can be formed,which can provide useful reference for the construction of rural community policing,the building of harmonious rural community and the deepening of social security governance in Taizhou and similar areas.
