Management Of Urban Migrants Under The Community Policing Perspective

With the reform and opening up of the economic development, there has been a rapid growth in continous serious criminal acts committed by immigrant population, which has become a major threat to China’s economic development and people’s life and property safety. Therefore, how to actively manage the floating population has become an major issue that government needed to solve urgently. With the economic improvement, the immigrant population play an increasingly important role in our society, yet they have unsolved promlems in income, employment, children’s entry to school and medicare, a severe chanllege to the local development of economics and society. Strengthening the research on the immigrant population will have a significant meaning and value to perfect better management mechanism of immigrant population, to create a good public security situation, to maintain economic and social order and to realize the harmonious development of society.Based on the method of reference research, and case studies, as well as the theories of policing management and immigrant population, this thesis will study the concept and connotation of immigrant population, deeply analyzing the current situation of immigrant population in Zengcheng area of Guangzhou City, comprehensively analyzing its size, features, causes and other existing problems.In this thesis, based on the current management situation and problem analysis by the community policing, managing advices of immigrant population in Zengcheng area will be put forward under the circumstances of the community policing reform, and from the three perspectives of reconstructing the management system of urban immigrant population, innovating the management model of community immigrant population, and establish community policing reform as well as community security system.
