Since China’s reform and opening up, population mobility between provinces and cities kept growing with the speeding up of urbanization throughout China. The massive population migration changed the spatial distribution of population and made a great effect to the allocation of regional public service resources as well. The article focuses on the sixteen cities of Yangtze River Delta. Based on reading and sorting out literature related to regional integration and public service resource allocation at home and abroad, a summary focusing on the situation of population, economics and basic public services in the sixteen cities of Yangtze River Delta comes out. By setting up a reasonable comprehensive evaluation index system and with the help of the entropy evaluation method, the public services’ allocation levels of the 16 cities are comprehensively assessed. Combined with theoretical analysis and demonstration in practice, this article also investigates the influencing factors and mechanism of cities’ development of the basic public services. Some policy recommendation will also be applied to the problems such as how to promote the integration of regional public services, especially the co-allocation of the public resourcesThe following conclusions were reached in this study:1、Overall allocation level of basic public services in the sixteen cities of Yangtze River Delta was steadily improved. The gap of compulsory education in the region is widening. The developmental differences of public health care, culture, social security and other basic public services are declined and the overall trend of gap is narrowing.2、The economic development benefits the allocation level of regional public services; however, the integration of basic public service allocation lags far behind that of economy.3、The development of population mainly influenced basic public services allocation in the following aspects:population importing outside the region and population immigration inside the region lead to changes in population size, structure and distribution. The cities with population importing or exporting face different supply pressure of basic public services.4、The competitions between local governments in the region inhibit the development for basic public services. Regional basic public services are mainly allocated by government nowadays and market mechanisms failed to fulfill their functions.
