Since the reform and opening up to the present, the Government of China is committed to strengthening the capacity of the Government’s public services, striving to achieve the goal of equalization of public services. As one of the goal that the modern government pursuit, the development of public services play an active role in narrowing the gap of the socio-economic development during the regions and urban and rural areas, the gap of the people’s living standards, and the gap of the income distribution. Therefore, this article selected the social public services as an entry point which is belong to the area of public services and most closely connected with the development of the society and residents. the region of the study is the cities of Shanghai, Jiangsu province and Zhejiang province in the Yangtze River Delta economic zone. The basic research unit is the city, the key to collecting the statistical data of every city related to social public services during2000to2009, and using the method coupled with statistical and spatial analysis, getting comprehensive analysis and research on social public services in the Yangtze River Delta region, which is used to understand the level of the development of the social public services in the Yangtze River Delta. The study can provide the theoretical support and practical basis in the future on exploring the development of the city’s public services in the Yangtze River Delta.This article is divided into six chapters. Chapter1is Introduction and chapter2is the basic concepts and theories, the two parts respectively elaborate background significance and theoretical basis of the social public services, summary the study at home and abroad, and explain the concept of the social public services. Chapter3begins with building a evaluation index system of public social services, describe the development status of the social public services according to the indicator data in the Yangtze River Delta, and use the method of weighing TOPSIS to calculate the basic index value, rank and evaluate the result. The chapter4is based on chapter3, selects2000,2005,2009three years for the time node, using the way of spatial analysis divided the whole area into four types, which is high-value area, middle-high-value area, middle-low-value area, low-value area. This chapter shows the development trend and the gap of the social public services and its seven sub-systems in the cities of the Yangtze River Delta, deeply analysis the temporal and spatial evolution. The chapter5selects several driving factors which may promote the development of the social public services, builds the regression model to explain the influence of the facts and the results. The chapter6is Conclusions and Outlook, it’s the summary of the whole research, and to raise the inadequacies and looking.The proceeds of the main conclusions are as follows:Firstly, the development of social public services is imbalanced in the Yangtze River Delta. The highest is Shanghai, the middle is Zhejiang province, and the lowest is Jiangsu province. Overall showing that take the cities of Shanghai, Nanjing and Hangzhou as three vertices, the Shanghai-Hangzhou Line and Shanghai-Nanjing Line as important traffic axis, to establish a "triangle" frame. The cities in the triangle have a higher development level, the cities outside the triangle are opposite. The whole gap is widening. Secondly, Temporal and spatial variation of the social public services system and its subsystems of the Yangtze River Delta region is not obvious, and different cities play a different role in social public services subsystem. Thirdly, in different period, the major promoting factor is different. The role of the administration, fiscal capacity, and urbanization level of government factors at this stage is more obvious.
