Study On Equalization Of Basic Public Service In Xishan District Of Kunming City

After years of reform and development, China has developed from the survival society focusing on solving the issue of food and clothing to the development society focusing on promoting all-round development of people. The problems such as the increasing public demand of the people, shortage of public products and poor basic public services become more and more serious. Since the Sixteenth Plenary Session of the Fifth CPC Central Committee, the central government gradually clarifies the development idea of equalization of basic public services. To provide the public with the public products and services in line with the economic and social development level has become one of the important functions of the government. Equalization of basic public services can allow the public to enjoy the same public resources and services, effectively narrow the gap between various aspects, realize fairness and justice and maintain social stability. Thus, the in-depth study of equalization of basic public services is of great theoretical and practical significance.Currently, China’s studies of equalization of basic public services mostly focus on national, provincial and municipal levels and rarely focus on the most basic county and district level. Starting from Xishan District in Kunming, this paper adopts systematic analysis, literature analysis, comparative analysis and other methods to analyze the current status of basic public services of education, health care and social security in Xishan District and discovers the existing problems of equalization and the causes of unequal basic public services. After careful study of the domestic and foreign measures and successful experience, this paper proposes the countermeasures to promote the equalization of basic public services in Xishan District.In recent years, Xishan District has achieved rapid economic and social development and made remarkable achievements in various undertakings. The supply level of basic public services has been certainly improved, but there are still many problems in the equalization of basic public services. It is mainly caused by the existence of the urban-rural dual system, the great income gap between urban and rural residents, the lack of sound public finance system and the lack of specific implementation standards in the process of equalization of basic public services. According to the existing problems and reasons, this paper starts from the two aspects of establishing and improving related systems and mechanisms and enhancing the implementation of equalization of basic public services in key areas to deepen the reform of the household registration system, improve the public finance system based on equalization of basic public services, develop and improve standards of equalization of basic public services and establish multi-supply system of basic public services to promote equalization of basic public services in Xishan District.
