The equalization of basic public services, to optimize the allocation of public financial resources, is conducive to the rational allocation of income, is conducive to narrowing the gap between urban and rural areas, and the community,harmony and stability is conducive to social, haveimportant significance to our country’s economic health,rapid, sustainable development. Compulsory education as a part of basic public service is very important, is the focus of attention of all circles. Education equalization isbeneficial to the people’s livelihood problems about duty, is the common ideal of humanity. Study on the theories related to the equalization of basic public services as the foundation, the starting point for the supply of compulsoryeducation in Dongguan city.Study of Dongguan City, the equalization of basic public service situation, on one hand, help to deepen understanding of China’s basic public service itself, helps to discover the basic public services in Dongguan City, the problems on the other hand, promote the equalization of basic public services development of Dongguan City, Suo Xiaodong and China’s first-tier cities gap. To realize theDongguan has become one of China’s first-tier cities goal.promote the construction of harmonious Dongguan,improve the comprehensive management ability of the government of Dongguan, has an important role inpromoting the image of Dongguan city and the city’s comprehensive competitiveness. But also will be in Dongguan City, the equalization of basic public servicesfeasible policies and measures to promote China’s othersecond tier city.Mainly using the literature research method, comparative analysis method and empirical research method in the research process. Using interviews and questionnaires arecompulsory education information, through the comparative analysis of financial investment, school conditions, school teachers and students, betweendistribution of these data, the average educationalexpenditure per student, the average public expenditure,fixed assets, number of students are books, teachers and other indexes of one one analysis combined with analysis and survey information, discusses the equalization of compulsory education in Dongguan city has the following problems:regions and between urban and rural areas,between the schools and the difference between groups.The difference between town street is mainly reflected in the total investment, education expenditure per student expenditure, public expenditure per student, school conditions etc.. The difference between urban and rural areas is mainly reflected in the public expenditure per student, teaching conditions, teachers etc.. The differencebetween schools include the difference between town and urban and rural areas, the relatively large differences arepublic schools and private schools. Differences between groups, is mainly the difference between registered population with non registered population differencesbetween non household population.On the basis of the theory on the equalization of basic public services and so on, analysis of the causes of non equalization of compulsory education in Dongguan city.The first street, Town Governance Division does not match, a compulsory education management right of the town street, but there is no corresponding property;second, the transfer payment structure on Town Street is not reasonable; third, the lack of a unified resource allocation of compulsory education standards, Zhen Jiegovernment, the school cannot reference, can only be based on the actual self configuration; fourth, economic development level is restricting the balanced development of the level of the teachers; fifth, have not been effectively solve the new Wando people compulsory education of children.On the basis of domestic and foreign experience,combined with the actual Dongguan, according to theequalization of compulsory education in Dongguan existing problems, and puts forward some policy suggestions:first,according to the financial power to match the principle ofcompulsory education finance management system improvement; second optimization transfer on Town Streetpay structure of compulsory education, increase general transfer payment and special obligations education transfer payment; third, establish the mechanism ofbalancing the educational resource obligations; fourth,establish the evaluation mechanism of the compulsory education equalization; fifth, properly arrange the new Wando people of compulsory education for the children.
