Research On The Operation Status And Development Path Of Rural Minimum Living Security System Under The Perspective Of Developmental Social Policy

Since the 1990s,China began to implement the system of minimum living allowance,its main function is to make the rural poor people maintain the basic survival.The system played an important rol that can solve the poverty problem of urban and rural residents,promote the precise poverty alleviation,achieve social equity and maintain social stability.But at present,China’s minimum living standard relief policy tends to be more material,compensatory and fixed,they do not pay attention to the requirements of improving the poor groups’ livelihood ability,foresight and development.This kind of method only has the function of rescuing,the content and method of security are too single,it can only meet the basic survival needs of the disadvantaged groups,but it can not solve the problems of the poor people themselves from the root,and Achieve complete poverty alleviation.In the mid-1990 s,the theory of "development oriented social policy" emerged,which advocated that poverty should be reduced and people’s income increased through "development",It is emphasized that the short-term and long-term goals of development should be combined and the "upstream intervention" policy should be carried out on poverty.This paper is based on the theory of development oriented social policy,take Daiyue district as an example to carry out empirical research,and find out the prominent problems of the rural minimum living security system,then put forward the corresponding development path suggestions,in order to improve the targeted poverty alleviation strategy,promote the equalization of public services to provide reference,and play the role of providing basic security to rural minimum living security system for the poor at the grass-roots level.Empirical studies have found that now China’s economic development entering the new normal and social transformation is accelerating step by step,the rural minimum living security system is the infrastructure of the whole social assistance system,its restriction and lag become more and more serious,the specific problems are as follows:The first is the negativity of the rescue concept;The second is the survival of the salvage target;The third is the foreign aid nature of the rescue mode;The fourth is the materiality of salvage content;The fifth is the single of the relief subject.In order to change the development status of the rural minimum living security system,and solve the problem of cohesion and coordination within the social assistance system,in view of the main problems existing in the rural minimum living security system,this paper puts forward the following policy recommendations:the first is the enthusiasm of the rescue concept: from relief to helping others to help themselves;the second is the development of the relief goal: from survival to development;the third is the endogenous nature of the way of relief: from foreign aid to endogenous assistance;the fourth is the comprehensiveness of the rescue content: from material assistance to ability assistance;the fifth is the diversity of relief subjects: from single welfare provider to welfare pluralism.
