The concept of performance management from birth, development, maturity and innovation, and always adhering to the guiding role of targets and measures of project cost, through to performance as a core assessment content, the resource allocation efficiency and performance level comprehensive integrated together. In practice, the implementation of the budget performance management helps to budget decisions of the aim of the project and improving the efficient use of public funds. Jinzhou new district since it was founded in 2010, the rapid growth of fiscal revenue at the same time, the pressure is increasing fiscal spending, money supply and demand gap increases year by year, a series of financial capital operation problems in the present. In this background, in order to solve the contradiction of the \"living beyond its means\" and deep budget allocation priorities, new district bureau of the reform of the traditional budget management mode and innovation in the district government agencies in the budget performance management pilot work, from the design of performance evaluation index to build the project funds in advance, three approaches of evaluation mechanism, strengthen the overall budgeting scientific, fine management, improve the budget performance management level, promote reasonable and effective use of government financial capital, but there are still some outstanding contradictions and problems, be badly in need of solving.Combining the reality of Jinzhou district budget management, this paper analyze the present situation of Jinzhou district local fiscal budget performance management in Jinzhou district of problems existing in the performance management of local finance and the reasons, Jinzhou new district budget performance management improvement countermeasures are put forward.
