Study On Rural Pension Issues Of Jinzhou New District In Dalian

The arrival of the ageing population has brought enormous pressure to the pension in Jinzhou New District, especially for the countryside whose endowment insurance system not perfect. It is more than a challenge. Jinzhou New District is located in Dalian City, the integration of urban and rural, has more than forty percent of the agricultural population. The pension policy and treatment are significant difference between urban and rural areas. With the development of urbanization progress to speed up, a large number of young adults leave countryside to be rural migrant workers. Empty Nester population has a substantial increase. Because the basic situation of the traditional family endowment function shrinking, the problem of rural old-age pension becomes the priority among priorities of the current people’s livelihood issues. Improve the rural pension level is the key factor of rural life stable. It also plays a key role in the development of new rural construction and harmonious society.This paper did comparative analysis on domestic and foreign rural pension and also investigated three villages and Welfare Center of Zhongchang Street. It analyzed the reasons of the existing old-age security’s low level, the weakening of traditional pension mode, endowment institutions lack of supporting resource, the problems of rural pension policy imbalance. Combined with Jinzhou District Rural Endowment situation, the domestic and international experience, put forward the countermeasure and suggestion for the situation. Think and explore a set of government, social forces to provide reasonable pension services effective scheme is imminent. Promote cooperation without boundary, to achieve the overall effect.In order to further improve Jinzhou New District rural old-age service situation, we need to increase from the pension security level, vigorously promote the culture of filial piety, speed up infrastructure construction, promote the home pension and the rural mutual aid type pension institutions, enlarges the supporting of rural pension policy. Under the guidance of the government, all departments must format departmental interaction and integration of existing resources to maximize the function effectiveness, fully realize the security role of the socialized service system of rural life of the elderly.
