Research On Anti-Corruption Work Countermeasure In The Transport System Of Yunnan Province

Since the 18th National Congress of the Communist Party of China (CPC), the Party Central Committee has further intensified the work on crackdown on and prevention of corruption, and, with zero tolerance for corruption, has investigated and dealt with a batch of corrupt officials from high-ranking standing members of the Political Bureau the CPC Central Committee to petty cadres. Once discovered, the officials were seriously investigated and treated with zero tolerance and robust actions, which has formed an atmosphere of strongly and severely combating corruption all over the country.The transport authority system has been a focus of public attention as some officials were investigated and caught. It is the current situation that investment in infrastructure is high, institutional restructuring in transport authority system is deepening, and there is still room for power rent-seeking, thus making some following problems noticeable: the rampant occurrence of substituting punishment with fining and interest-oriented acts in law enforcement process; violations of disciplines and regulations by construction units, such as collusion in bidding, illegal alteration of design, more payment than budget by colluding with the supervisors and auditors; interference with project construction and administrative approval procedures by some cadres with more hidden methods and more subtle ways of receiving benefits; power abuse by grass-root cadres and their corrupt actions of taking benefits; and serious corruption and exceeding power of low-ranking cadres. Against the background of such problems, it is the main direction and focus of this thesis to explore how the transport authority, based upon the actual situation of the provincial transport authority system, implements the requirements and arrangements about anti-corruption of the CPC Central Committee, the State Council, Yunnan Provincial Committee of CPC, Yunnan People’s Government and Yunnan Discipline Inspection Commission to effectively push forward the work of anti-corruption of the provincial transport authority system.This thesis is to conduct case analysis and perform logical analysis on the basis of actual situation of Yunnan transport authority system and the present situation, achievements and insufficiencies of the anti-corruption work, by considering how to study and implement the requirements of the CPC Central Committee, Yunnan Provincial Committee and Yunnan Discipline Inspection Commission on anti-corruption, and through learning from the achievements and experience of anti-corruption of foreign countries, other provinces and other authorities, and thus is intended to put forward ideas and countermeasures of improving and perfecting the anti-corruption work of the transport system in terms of how to strengthen education for cadres, improve the work mechanism of discipline inspection and supervision, enhance risk prevention and control for incorrupt and clean governance, and intensify supervision and punishment.
