Performance appraisal is of great importance, as one of the core content of the human resource management of current public sector in China’s institutions reform, which can effectively promotes the perfection of implementation of performance-based pay system and of income distribution system, stimulates the working enthusiasm of staffs, promotes the upgrading of organizational performance, speeds up cultivation of excellent talents, promotes the improvement of public service quality, and increases social satisfaction with public services and the overall image of the unit.The maritime security center of the north China sea、east China sea and south China sea as the public service unit, having the nature of public service through transformation since 2012, is mainly responsible for maritime beacon building maintenance, water safety communications, port& channel measurement drawing work within the scope of their area, offering technical support for the sailing ships and bearing the function of service guarantee for the shipping economy. The current performance appraisal theory and practice of performance-based pay of the public institutions of maritime safety administration are at an early stage of exploration, and more needs to be improved in the practical application of the staff performance appraisal system. It is of the important practical significance to improve the organizational performance, promote the development and increase the public demand satisfaction, by establishing a new performance appraisal system, and optimizing the existing measures for the implementation of performance-based pay of the public institutions of maritime safety administration.In this paper, problems and resources in the implementation of the performance appraisal system and performance-based pay system have been analyzed and countermeasures have been put forward on the background of reform of different categories of public institutions and the institutions reform branches of maritime bureau of China in recent years. The contents are divided into three parts. In the first part, the basic theory of the performance appraisal of public institutions is discussed. The second part illustrates the current situation of the maritime security center of the South China Sea, pointing out that the unclear objectives, relatively simple subject, not scientific index and mechanism remaining to be perfect in the implementation of the performance appraisal process are due to the influence of internal and external environment, the impact of factors such as bias of the concept and system mechanism, which directly impact on the distribution of performance pay. In the third part, the performance appraisal system is designed on the basis of the above two parts, covering the content of the assessment principle, evaluation indicators, the main evaluation, assessment methods, assessment procedures and evaluation mechanism, in order to be able to optimize the performance appraisal and promote the implementation of the performance-based pay system.
