| With the continuous improvement of China’s economic development’s level,individual’s living standards from the material needs began to change the spiritual needs.The narcotic,which is a kind of addictive and anaesthetic drugs,has been seriously endangering human health.That brings heavy calamity and burden to the family and society.Judicial administrative detoxification system as a national organization,which can force off and segregate the narcotic.Its duty is to force segregate and treat for addictive human.That’s not only related to the country’s economic construction and development,but also about the country long term stability.In order to adapt to the reform of the national judicial system,the judicial and administrative detoxification organization should change the traditional mode and actively introduce advanced management mode.And it also promotes the judicial administration of narcotic management more standardized,the effect is better and ensure national security and stability.In this paper,it’s according to the compulsory isolated detoxification in Liaoning province as an example.And it’s used of documentation method,expert interview and statistical analysis method to research the performance merit and analyze the recent problem and reason in it.And then methods and strategies of performance merit were given.First of all,on the basis of the background and significance of this paper in research,the domestic and foreign current situation of performance merit was researched and compares the methods,the contents and the application of assessment results respectively.And then the definition,the process,the principles,the method of performance merit and other basic theory were introduced for the follow research to lay the foundation.Next,combining with the basic situation of compulsory isolated detoxification and the organizational structure and the daily work of the police.And we combine the situation of performance merit here,summarise its lagging ideology and the lack of individual performance merit and the scientific and reasonable assessment standards and procedures,the application of assessment results unreasonable and other issues.After that,from the nature of the unit,the professional characteristics of police,the lack of relevant regulations and the closed workplace etc.to analyze the reasons.Finally,to explore ways to solve the above problems and establise the performance merit with individual police as the object of examination,from ideology to mobilise,from the organization to strengthen,and from process of performance merit and results of assessment results to propose the safeguard. |
