Since corruption is a widespread phenomenon, anti-corruption poses a great global challenge. Governments across the world, during the process of fighting corruption, have gradually developed different anti-corruption leadership mechanisms suited to their own political and administrative systems. In terms of China, despite our increasing efforts to combat corruption and the achievements we have made, corruption still remains a severe problem and anti-corruption an arduous task. One of the root causes is the absence of a holistic and effective anti-corruption leadership mechanism that reflects the evolving situation of China. In addressing this issue, it should be pointed out that the design of such a mechanism is never a simple task but a systematic project that has a bearing on every aspect of our country.This paper, enriched by numerous domestic and foreign surveys on theories and practices, presents a research on China’s anti-corruption leadership mechanism from the perspective of Structural Functional ism. Parsons’AGIL paradigm is used to analyze the four functions of the mechanism in its current operation, namely Adaptation, Goal Attainment. Integration and Latency (or Latent Pattern Maintenance). The positioning and effect of the present mechanism is taken into consideration to examine the intrinsic causes under the surface of its functional inadequacy or deficiency, and its structural problems are further discussed. Analysis is undertaken of the imperfection of the current anti-corruption leadership mechanism before a series of measures and suggestions are proposed for its development and improvement.The paper is divided into four chapters. Chapter 1 is the Introduction, which includes a description of the background, purpose and significance of the research, followed by the Literature Review. Chapter 2 focuses on the characteristics of China’s anti-corruption leadership mechanism by tracing its evolution and discussing its current trends. Chapter 3 is an analysis of the four functions of the said mechanism based on the AGIL paradigm. In Chapter 4, the structural problems of the existing anti-corruption mechanism are probed and strategies are put forward aimed at its improvement with the help of the Structural Functionalism methodology. Special emphasis is put on the proposition that to develop the anti-corruption leadership mechanism which is a systematic project, reform and improvement should be incremental and carried out in view of our national conditions. It is hoped that suggestions made in this paper will contribute to the reform and innovation of China’s anti-corruption leadership mechanism.
