A Study On The Building Of Democracy At Grassroots Level In Vietnam

People’s democracy is the life of socialism. Democratic construction at the grassroots level, as an important means to realize the people’s democracy, is undoubtedly of great significance for the socialist construction and development. Vietnam, a socialist country to govern alone by the Communist Party, officially opened the curtain of the grassroots democratic construction in 1998, which has made great achievements and at the same time has some shortages and defects. Through the research on the building of grassroots democracy in Vietnam, it will help to understand the historical process and the reality of grassroots democratic construction in Vietnam, to grasp the laws and sum up the experience and lessons of the grassroots democratic construction in socialist countries and to make up for the lack of academic research on the Vietnam’s democratic construction at the basic level.This thesis is mainly divided into four parts to discuss the backgrounds, processes, measures, evaluations and enlightenments of the Vietnam’s democratic construction at the basic level. The first part analyzes the backgrounds both at home and abroad, where the building of democracy at grassroots level is the objective need of market economy and the inherent requirement of political democratization and also affected by the national and political culture. In addition, the wave of democratization and the collapse of the Soviet Union had made a great impact on it. The second part divides the processes into three stages including the initial stage, the buffer stage and leap stage. The initial stage is from 1986 to 1990 when the building of democracy at grassroots level was mainly a preliminary understanding on theory. The buffer stage is from 1991 to 1996 when though it had certain development, relatively slow progress. After 1997, Vietnam began to build the democracy at grassroots level directly from the system, which greatly promoting the development of the theory and practice of grassroots democracy. The third part summarizes the main measures. In the construction of organization, Vietnam puts their focus on the development of grassroots organizations and improving the quality of them. In the system construction, Vietnam is improving the grassroots election and management system to further promote the normalization of grassroots democracy. In the construction of the mechanism, for guaranteeing the people’s rights, Vietnam tries to improve the leadership and management mechanism of the democracy at the grassroots level. In addition, by allowing people to participate in the decision-making of state affairs, the protection of the Constitution and the law, the application of modern media and the driving of the inner party democracy, Vietnam gradually strengthens the citizen consciousness and cultivates the citizen culture of the whole society. The fourth part evaluates the Vietnam’s democratic construction at the basic level and summarizes its achievements and problems, and then states the enlightenments which will offer references and experiences for us.At present in our country, the literature material which specializing in grassroots democratic construction in Vietnam is not so much, and the existing literature material is not complete and thorough. Therefore, the advantages of this paper are systematically to discuss the construction of grassroots democracy in Vietnam, which will enable readers to understand and grasp totally and offer some effective suggestions. However, there are still some problems and shortcomings in preparing and writing this paper. For example, the Chinese literature material that dedicates the grassroots construction democracy in Vietnam is little, and it is difficult to search for information which directly describes the Vietnam’s democratic construction at the basic level and the party’s congress reports. Besides, the related research is scattered and trivial, which makes the paper have to reference more second-hand even third-hand information. This not only adds to the difficulty of identify and filter the literature, but also tends to cause the misunderstanding of the paper. For this reason, this article mainly adopted the authentic and well-known academic achievements and information to make the paper more dependable.
