A Compartive Study On The Construction Of Frassroots Democracy Within The Party Of China And Vietnam

Ho Chi Minh once said, "in the deep affection, comrades and brothers" in the narrow strip of water between the two countries, are dependent on the two peoples has a very long and deep friendship. 1978 convened the Third Plenary Session of the Communist Party of China put forward the reform and opening up domestic reform, opening-up policy. Vietnam with the socialist countries in 1986 also proposed reform and opening up policy. Since the reform and opening up(Vietnamese for "reform and opening"), China and Vietnam Democratic Party politics has entered a period of rapid development. As a basis for the development of democracy within the party grassroots democracy within the party is also gradually pay attention to it. Vietnam and China belong to the same party of the proletariat(the Communist Party) led by socialist countries are striving to build socialism. Construction and improvement of grassroots democracy within the party has great significance for the promotion of democracy within the party building and grassroots party organizations the ability to govern, while the main basis and principles of grassroots democracy within the party grassroots organizations are also active. Vietnam grassroots democracy within the party focused on the rights of party members to protect, improve and system construction and other common construction systems, while the construction of the two parties within the party grassroots democracy there are also differences. This paper attempts from the grassroots democracy within the party starting to recognize the universal law of development of Marxist political party grassroots democracy, to explore their similarities and differences, in order to provide some useful thinking for China grassroots democracy within the party. In this paper, comparative analysis, start on the following parts.Firstly, an overview of the two parties for the understanding of grassroots democracy within the party construction and development process, both parties are proletarian party, there is a consensus and a similar approach in terms of grassroots democracy within the party, which is also in the party grassroots building a more democratic system and the characteristics provide the basis and foundation.Secondly, using the theory of comparative law, the two parties for the achievements and characteristics of grassroots democracy within the party system were compared to identify similarities and differences in their construction, and explore Vietnam at the grassroots democracy within the party’s shortcomings.Finally, for the improvement and development of China grassroots democracy within the party by thinking, mainly from the establishment of a sound operational mechanism of grassroots democracy within the party, the party grassroots democracy and the development of democracy within the party collaborative, grassroots democracy and the People’s Democratic Party coordinated development of these three aspects are discussed.
