Research On The New Social Assistance Mechanism For The Disabled Disaster Victims

China is a country with frequent natural disasters.After every natural disaster,there are people who have disabled by disasters.The group of the Disabled Disaster Victims has become a special existence of our society.After the 19 th National Congress,in order to achieve the goal of building a well-off society in an all-round way in 2020,the party and the government have given more and more attention to the disabled groups in the principle of people-centeredness,and the cause of the disabled has greatly developed.However,there are still “three low” living conditions in which the Disabled Disaster Victims are in low income,low employment rate and low social security coverage.If this phenomenon does not change,it will have an impact on building a well-off society in an all-round way.The research on the new social assistance mechanism for the Disabled Disaster Victims is proposed to analyzed and discussed from the perspective of public governance under the guidance of system theory.Try to develop with the theoretical foundation.The analysis of the causes of the dilemma.Under the guidance of this principle,the optimization proposal for solving the above dilemma is proposed.Social assistance mechanism to promote the development of the cause of the disabled.The essence of the new social assistance mechanism for the Disabled Disaster Victims is a dynamic information service system,which implements a closed-loop management model.The main bodies cooperate with each other at different stages to allocate effectively social assistance resources.It should be tested by practice,adhered to science,innovation,coordination,system optimization and upgrading is a correct and reasonable new mechanism construction process.The social assistance of the Disabled Disaster Victims and the ordinary social assistance should be managed differently,but the government still plays a major role.By giving full play to the government's macro,the two sides deepen cooperation on an equal basis.The government-social power network system is adopted as a carrier to promote the sound development of new social assistance mechanisms for the disabled.Figure8;Table9;Reference52.
