Institution Organizations are important carriers of government to provide public service to the society. They play an important role in the economic and social development. For a long time, some factors such as over-staffing, inefficiency, etc. affect the service quality of institution Organizations. Many reforms of institution Organizations were carried out from the central to the local, striving to strengthen institutions’public attribute. But the management of institutions is always like that paying too much attention to input, ignoring the process monitoring and evaluation. Try conducting performance assessment to improve institutions’level of duty fulfillment and service. It can urge institutions to pay more attention to the efficiency of input and output, providing more and better public service to the society. So the study of performance assessment is receiving more and more attention gradually. It’s the basis and key of the whole performance assessment work that how to conduct performance assessment effectively, and establish a scientific and reasonable assessment index system.From the beginning of the 1990s, with the introduction of public management and performance management thinking, performance appraisal has been extensively studied. But in the institution performance appraisal, it have not been very good application. In recent years, the country is also active in the institution performance appraisal, but it have not been widely recognized in the index of design. Due to the lack of theoretical guidance,designing assessment indexs is mostly staying in the traditional business assessment, so,it’s hard to reflect the overall performance of the institutions.According to the requirements of institution reform, Dongying City set assessment pilots in education and health systems. This action started from the year 2011, and branched out gradually in the year 2012. The institutions of Dongying City are all conducting performance assessment in 2013. The index system of Dongying City was constructed of common and unique indicators, respectively. In the use of performance indicators, according to the material view, expert review, opinion polls and other methods, it can be said to achieve good results. Due to the rational use of indicators, performance appraisal has become an important mean in promoting the work of institutions.This article starts from theory of performance assessment, vast literatures, data materials and related supervision policies and regulations are synthetically applied to this. On the basis of using the theory of public department performance assessment for reference, an analysis is made in the situation and problems of performance assessment index setting right now. It makes an analytical research on all kinds of problem, and puts forward some suggestions and countermeasures towards improving performance assessment index system. It can be a reference for other regions in establishing institution performance assessment system.
