The ethnic high-level talents training policy is a special policy supported by the Party and state for those students in ethnic minority areas especially in the West. The policy is also a major measure to carry out China’s ethnic policy and strategy of developing and rejuvenating the country through science and technology as well as the development of its western regions. Therefore, its setting and implementation will provide an important guarantee for relieving and reversing the shortage of talents in ethnic minority areas, and promoting the ethnic solidarity as well as comprehensive and rapid economic and social development.The ethnic high-level talents policy is the evolution of the personnel cultivation policy. Since the foundation of P.R.China, the Party and state have made policies, which evolved from training policy of the Party and government cadres in the PRC’s earlier years of both technical personnel and cadres in all-round construction of socialist period, and of ethnic professionals since reform and opening up. And the ethnic high-level talents training policy is one of ethnic professionals training policy since the country’s reform and opening up.The formation of the ethnic high-level talents training policy is a combination of ethnic theories and realistic education issues, What’s more, the successful experience of ethnic education policy since the foundation of PRC and the development of the West and ethnic regions are the practical basis.However, there are some challenge in the implementation process. At present, the main we are facing are how to raise the awareness of serving the western regions, how to improve the quality of cultivating and how to reasonably employ the talents.The key to realizing sustainable development of the ethnic high-level talents training policy is to combine the policy with practical problems by constant adjustment and improvement. Based on the main obstacle to the implementation of the ethnic high-level talents training policy, we suggest three ways to improve the situation. We should strengthen the restraint mechanism for the students, strengthen the incentive mechanism for the school and strengthen the cooperation mechanism of local government.
