The Study Of Rural Poor People Housing Assistance Issues

Housing is a major issue that related to the living standard of people, and to fulfill the housing demand of everyone is one of our pursuits of the ideals of society since ancient times. However, the housing problem in China arises in recent ears, high prices of house incapables many impoverished people of affording one. Chinese Central Government and local government at all levels has stepped up its construction and supply in providing low-income and affordable houses, and, but still can not meet the climbing housing needs of residents. Though government at all levels in rural areas has increased investment in reconstructing old buildings, it is far adequate from satisfying all needy people, also, it seems to be hard for people to completely rely on their own efforts to finish the building tasks. Therefore, it is necessary to mobilize every attainable effort to participate in housing assistance to support those needy people in rural areas and resolve the multiplying housing issues.This paper used the vulnerable groups theory and intervention theory to analysis issues, took county F’s reform in reconstruction as an example and inquired into local peasants to gain information of policy practice and get a better understanding of practical straits. By analyzing the data collected from respondents, this article raised several proposals to consummate the housing relief system of the poor in countryside. It argues that the uncooperative among government departments, the discontent of beneficiaries, the ill management of rebuilding tasks and the shortage of capital are main factors that hindered Hunan province to popularize this policy. Therefore, we should we should spare no effort in bettering publicity, increasing investment, strengthening process supervision and mending the supervision mechanism and finally enable people in the rural area of Hunan province to achieve the dream of living a joyful life.
