The Impact Of U.S. Temporary Assistance To Needy Families On Children's Welfare

The problem of poverty is a long-lasting issue,and it is also a difficult problem that all countries have been trying to overcome.Preventing and reducing poverty from the root is the key to solve the problem.Children are the hope of the future development of the country.Therefore,solving the problem of poverty for children has long-term significance for national development.At present,there are serious problems of child poverty in China,especially left-behind children in rural areas.But by far,China hasn't established a specialized assistance policy to solve the child poverty issue.At present,China is in the critical period of precision poverty alleviation,it is of great significance to study the impact of anti-poverty policies on children's welfare,and to draw lessons from the experiences and ideas accumulated in foreign countries for many years to develop our anti-poverty policy.The United States is the world's superpower,but it is also facing severe poverty problems,especially among children.In 1996,the "Temporary Assistance to Needy Families"(TANF)replaced the "Aid to Families with Dependent Children"(AFDC),and became an important milestone in anti-poverty career in the United States.The policy is a family-based effort to promote the employment of adults in poor households,so that to develop self-reliance among poor families,and to solve the problem of child poverty.At present,TANF has become the main anti-poverty policy to solve the policy issue.Based on this,firstly,the thesis will introduce the idea evolution of TANF,then under this background to introduce the child welfare content,operation mechanism and present situation of the policy.Secondly,to take Wisconsin Works(W-2)as an innovative project to analyze how the implementation of TANF affects the welfare of children under the social ecosystem theory.Thirdly,to summarize and value the ideas and experience form TANF policy.Finally,to sum up enlightenment and reference from which can be draw by China's anti-poverty policy on child welfare.
