With the development of our economy and the stability of social order, the housing security system inChina has evolved and developed with times and the entity responsibility of the government has been improved. Living conditions of Chinese people have been improved greatly by the housing system reform in China. However, because of the indifference to the property of housing as the quasi-public product and the market failure, the contradiction between soaring housing price and slow income growth become more and more obvious, which lead to some unprecedented phenomena in our society, such as “Dwelling Narrowness” and “ant tribe”, so the housing problems have turned into the severe issue that we have to face in the process of the construction of a harmonious socialist society. The root of housing problems is the entity responsibility of the government. Therefore, with the use of literature data method, theoretical analysis method and comparative analysis method this thesis attempts to employ the government regulation theory and the public product theory to summarize the history and current situation of housing security system in China, point out existing problems of the development of housing security system in China and propose solutions to improve the government’s entity responsibility on the basis of experience of developed countries and districts. This thesis consists of five chapters. Chapter one introduces the research background and research significance of the government’s entity responsibility in our housing security system, and make a literature review about related research at home and abroad in order to make out a research approach and research method. Chapter two makes clear about some concepts of housing security, indemnificatory housing, government’s entity responsibility and market failure, and lay a theoretical foundation which involves welfare state theory, the government regulation theory, the public product theory and the dual attributes of housing. Chapter three makes an analysis the development history of housing security in China, the current situation and existing problems of the government responsibility in housing security, and carries out the main reasons. In chapter four, the writer conduct an analysis of the development of the housing security system in developed countries and districts with Swiss, Singapore and Hong Kong as the representatives, so as to point out the enlightenments for China. Chapter five, aiming at the failure of our government’s entity responsibility, raises solutions that government should take on the legislative, financial and regulatory responsibilities in order to make clear our government’s entity responsibility and make sure our housing security system develop along a benign and healthy path.
