The Training Countermeasures Research On Planting And Breeding Rich Leaders’ Team In Fuping County

The party and the government have pay high attention to the "agriculture, rural areas and farmers", and the key measure is to eliminate poverty and acheive the common prosperity. In order to eliminate the absolute poverty, the poverty alleviation of the new stage adhere to the policy which called development-oriented poverty reduction.This gives the old revolutionary base areas and the continuous destitute areas the priority to solve the poverty problem which aimed at improving the ability of people’s self-development in poor areas. Fuping County, located in the Taihang mountain area, which is not only the old revolutionary base areas and poverty-stricken areas, but also the key county to reduct poverty in the stage of poverty alleviation and development.And this region has a rich leader group and there are more than half of the number of rural labor force engaged in planting and breeding, so the study of the planting and breeding rich leader team in this region has certain representativeness.There are three research methods in this paper, including the methods of literature, the field research and the combination of qualitative and quantitative analysis. Data sources: the questionnaire statistical data of planting and breeding rich leader in Fuping County, the related information of reform bureau and poverty relief office in Fuping County, the information from Fuping China’s official website and the relevant data of Baoding economic statistical yearbook in 2008-2013. First, by applying the method of literature, we sourted out the domestic scholars on the rural rich leader groups of related research, and established the theoretical basis of the capability poverty theory and human capital theory. Second, by designing the questionnaire for fieldwork,collecting the information about rich leaders of Fuping county, such as basic characteristics, driving conditions and environment and other related information, we created a platform for the analysis of the status quo. Through statistics of the investigation of the acquired data, we made the qualitative and quantitative analysis of the bellwether of the environment and their own situation, in order to summarize the existing problems, find out the reasons of the existing problems, put forward methods to strengthen infrastructure construction, improve the mechanism related to agriculture, rural areas and farmers, development of planting industry and Countermeasures for constructing the breeding mechanism. Among them, we analysis the environment from the aspect of planting and breeding industry and farming rich leader team produce environment,and we analysis the current situation from the basic situation and the ability. The baisic situation including risk preference, sex structure, age structure, pay attention to information and driven by expanding scale encountered the problem of resource capacity and so on; the ability are mainly calling capacity and driving ability.Through the analysis we draw the following conclusions:(1)There are more advantages than disadvantages.The planting and breeding industry has policy and development advantages in this area, but it has a wide range and deep degree of poverty and poor infrastructure too. The development of planting and breeding leaders has a lot of advantages such as the government support, the high attention of planting and breeding industry to teach education and training.rich leaders group, more resources of the farming labors. a high cohesion of the driven farmers and so on.However this area exists disadvantages,such as the quality of employees is not high.(2)The planting and breeding rich leader has three ability, including learning ability(education, training), calling capacity(political affiliation and identity, income level, breeding scale,the number of bringing others to rich, driving revenue), driving ability(the experience in this field, the level of technology, the information acquisition ability, financing ability, marketing ability and the ability of organization).These abilities need a improvement.(3) There are four main reasons of the poor performance, which are the poor infrastructure, the imperfect mechanism of agriculture, rural areas and farmers, and the immature of planting and breeding industry development and the selection mechanism.This paper has some innovation in research perspective. The domestic study of rich leader is less. The previous studies are to analyze the model from the mature areas of rich leaders mechanism, but in this paper, we start from the immature area of the rich leaders mechanism, which is belong to mountain area, old revolutionary base areas and impoverished county, and we do a lot of research on the recognized planting and breeding rich leaders.
